When a pattern says the beginning chain is 15 +4 means the pattern is repeated every 15 chain/stitch, then you need 4 more chains to finish the row. Hope that helps.
Yes. So you take your base chain of 15 and multiple by the number of repeats you want then add the 4 for the turning chain/first stitch of the next row.
